I have the honour to address you on the subject of the procedure for the dismissal of officers,
as laid down in Colonial Regulations 49 to 73 and embodied
in Nos. 79 to 104 of the General Orders of the Hongkong Government.

Owing to the general depreciation in the value of money and the increasing numbers and higher retes of pay of locally recruited officers, it appears to me that the limit of £100 of Colonial Regulations 51, 53, and 73 is too low, and I would suggest that it should be raised to £200 or $2,000 in order to avoid delays and unnecessary correspondence.

I observe from the Ceylon General Orders thet a proposel similar to that which I now make has already been adopted in Ceylon, and I should be glad to have your authority to introduce here the modifications of the Colonial Regulations which are shown in General Orders Nos. 184 and 185 of the Ceylon Government, substituting £2,000 for Rs.3,000 wherever the latter figure appears.

This proposal would not appear to have any practical effect on the position of officers recruited from home. Such officers have in all cases initial salaries of
